TIEDOWNS:
To improve the ability of manufactured homes installed without foundation systems to resist seismic forces and to meet design requirements for resistance to wind loads, development of regulations for prospective installations requiring tiedowns.
EARTHQUAKE RESISTANT BRACING SYSTEMS:
To improve the performance of ERBS, development of regulations for prospective installations that eliminate the allowance for the manufactured home to fall as much as 2" and require the ERBS to be mechanically connected to the manufactured home.
To improve the performance of manufactured homes installed in Seismic Zone 4, as defined in the UBC, development of regulations for prospective installations that require ERBS.
To reduce the possibility of the manufactured home becoming disconnected from its support system during an earthquake, development of regulations for prospective installations requiring mechanical connection of steel and concrete piers to the manufactured home and to the footing.
Legislation was recommended by persons testifying at the Department's Fact Finding Hearings to require disclosure to purchasers of used manufactured homes not installed on foundation systems of the existence or nonexistence of a Department certified ERBS and of the ability of ERBS to substantially reduce the damage to a manufactured home during earthquakes.
Legislation was recommended by persons testifying at the Department's Fact Finding Hearings to provide incentives in the form of tax credits, low-interest loans or grants to low-income manufactured home owners for the purpose of bringing their manufactured home installation into compliance with current Department regulations.
