In order to obtain the information to compile this report, the Department has relied upon the data contained in our earlier report entitled Evaluation of Manufactured Housing Support System Performance in the Loma Prieta Earthquake, has conducted fact finding hearings, has sent questionnaires to local building officials and manufactured home manufacturers, and has researched data published by private and public agencies concerning the affect earthquakes have had on manufactured homes over the last 20 years.

Hearings were held during July 1990 at the following locations on the dates shown:

The purpose of these hearings was to gather information concerning manufactured home support devices and the effectiveness of those devices during earthquakes. Notification of these hearings was by Information Bulletin to more than 10,000 addressees on several Department mailing lists, by news release and by a notice filed with the Office of Administrative Law announcing the fact finding hearings published in the California Regulatory Notice Register ("Z" Register) on July 6, 1990. Several newspapers printed the information contained in the Department's news release providing additional information on these fact finding hearings.
QUESTIONNAIRE:
Questionnaires were sent to all city and county building officials throughout the State and to all manufactured home manufacturers. The questionnaire solicited responses on experiences with the performance of support devices subjected to seismic forces. In addition, those responding to the questionnaire were asked to offer their ideas on what design criteria should be established to reduce the damage potential for the homes and their accessory structures during earthquakes.
