The Effectiveness of Manufactured Home Support Systems During Earthquakes

Definition of Terms Used in This Study

Accessory Structures: Health and Safety Code, Division 13, Part 2.1, Section 18213 defines Mobilehome Accessory Building or Structure as follows:

"Mobilehome accessory building or structure" is any awning, cabana, ramada, storage cabinet, storage building, private garage, carport, fence, windbreak or porch, or any residential building or structure established for the use of the occupant of a manufactured home, mobilehome, or recreational vehicle on a lot.

CCR: The California Code of Regulations. Unless otherwise specified, meaning the regulations of the Department in CCR, Title 25, Division 1, Chapter 2, implementing Health and Safety Code, Division 13, Part 2.1, known as the Mobilehome Parks Act.

Chassis: The portion of a manufactured home's under structure designed both to facilitate transportation of the home and, when installed, to transfer the weight of the home to the ground. The principal element of the chassis for the purpose of installing the home is the chassis beam. Chassis rail and girder are other terms used to describe the chassis beam.

Department: The Department of Housing and Community Development (HCD).

Doublewide: The common term for describing a manufactured home comprised of two transportable sections assembled together at the time of installation to form a single dwelling unit.

Earthquake Resistant Bracing System (ERBS): Earthquake Resistant Bracing System, or ERBS, means an anchoring system, bracing system, or other device designed and constructed, or represented as having been designed and constructed, for the purpose of protecting the health and safety of the occupants of and reducing damage to a mobilehome or manufactured home in the event of an earthquake.

Fact Finding Hearings: Hearings conducted by the Department in July 1990 to gain public input to this study and report.

Horizontal Loads: See wind loads.

HSC: The California Health and Safety Code.

1Manufactured Home - Mobilehome: Manufactured Home and Mobilehome are terms that have separate and distinct statutory definitions contained in Health and Safety Code, Division 13, Part 2, Sections 18007 and 18008 respectively. The correct term for the single- family homes covered by this study is manufactured homes; however, the majority of Californians continue to refer to manufactured homes as mobilehomes. For the purpose of this study, the terms manufactured home and mobilehome are considered to be synonymous terms for homes statutorily defined as manufactured homes.

Mobilehome Park: Health and Safety Code, Division 13, Part 2.1, Section 18214 defines manufactured housing communities where lots are held out for lease or rent as follows:

  1. "Mobilehome park" is any area or tract of land where two or more mobilehome lots are rented or leased, held out for rent or lease, or were formerly held out for rent or lease and later converted to a subdivision, cooperative, condominium, or other form of resident ownership, to accommodate manufactured homes or mobilehomes used for human habitation. The rental paid for a manufactured home or mobilehome shall be deemed to include rental for the lot it occupies.
  2. Notwithstanding subdivision (a), an area or tract of land zoned for agricultural purposes where two or more mobilehome lots or spaces are rented or leased, held out for rent or lease, or provided as a term or condition of employment, to accommodate manufactured homes or mobilehomes used for the purpose of housing less than five agricultural employees shall not be deemed a mobilehome park.

Multiwide: The common term used to describe a manufactured home comprised of more than one transportable section assembled together at the time of installation to form a single-dwelling unit.

Regulations: See CCR.

Seismic Loads: The loads applied to the manufactured home or the support system of the home by earthquakes.

Singlewide: A manufactured home consisting of a complete dwelling unit in one transportable section.

Support device: An individual device, commonly known as a pier support, installed between the chassis or other portion of the home and the ground to support the weight of the home.

Support System: The collection or assembly of support devices arranged to provide complete support for the home when installed for human habitation.

Tiedowns: A system of ground anchoring devices and removable mechanical connections for anchoring a manufactured home to the ground in a nonpermanent manner.

UBC: The Uniform Building Code, published by the International Conference of Building Officials.

Utilities/Utility Connections: The water, sewer, electrical and gas services to the manufactured home site or lot and the connections of the manufactured home thereto.

Wind Loads: Wind loads are those loads imposed on manufactured homes by wind pressure. California is divided into two basic wind load areas, 15 pounds per square foot and 20 pounds per square foot.
